Overview
We are looking for your views on the University of St Andrew (Degrees in Medicine and Dentistry) Bill.
Background
The Bill will remove the legal prohibition that currently prevents the University of St Andrews from holding exams and awarding degrees in medicine and dentistry.
The reason for removing the prohibition at this time is to allow the University, jointly with the University of Dundee, to award undergraduate Primary UK Medical Qualifications to Scottish Graduate Entry Medicine (ScotGEM) students. The first set of students are due to graduate in 2022.
The Bill repeals paragraph 17 of schedule 6 of the Universities (Scotland) Act 1966, which prohibits the University of St Andrews from holding exams and giving degrees in medicine and dentistry.
The University is the only in the UK with this kind of legislative prohibition. The Policy Memorandum says the prohibition is unfair, anti-competitive and no longer serves a purpose.

Timeline
The Bill was introduced on 29 September 2020. You can read the Bill (and a Policy Memorandum, Explanatory Notes and Financial Memorandum) on the Parliament’s website.
The Health and Sport Committee will look at the Bill at stage 1.
At stage 1, committees look at the general principles of the Bill. However it’s also an opportunity to raise more specific concerns that could be looked at by amendments in stage 2 and 3.
