A Bill is a draft law. There are 3 stages to making a law in Scotland. The Disabled Children and Young People (Transitions to Adulthood) (Scotland) Bill is at stage 1. The Scottish Parliament’s Education, Children and Young People Committee is looking at this Bill. The committee’s job at stage 1 is to find out what people think about the Bill. This includes what is good about the Bill and what could work better. The committee wants to know what you think about the Bill.

The Disabled Children and Young People (Transitions to Adulthood) (Scotland) Bill aims to improve opportunities for disabled people as they grow up.

The Bill aims to do this in 3 main ways:

  • the Scottish Government would have a National Transitions Strategy explaining how they are going to improve opportunities for disabled children and young people as they grow up
  • a Scottish Government Minister would be in charge of improving opportunities for disabled children and young people moving into adulthood
  • local councils would have a transitions plan for each disabled child and young person as they grow up

The Bill would also mean that Scottish Government Ministers would submit a report to the Scottish Parliament each year. The report would provide an update on how the National Transitions Strategy and transitions plans were working.

People and organisations named in the Bill would have to follow the National Transitions Strategy. This would include Scottish Ministers, local councils and organisations which plan and deliver health and social care.
