About the Bill 

Daniel Johnson MSP has introduced this Member’s Bill.

This Bill creates statutory guidance and duties in relation to the use of restraint and seclusion in schools.

Restraint is preventing someone’s movement.

Seclusion is isolating someone and preventing them from leaving the place where they are isolated.

The guidance and duties in the Bill will apply to public and independently funded schools.

The guidance and duties would not apply to nursery schools.

Current Status of the Bill

This Bill was introduced in the Scottish Parliament by Daniel Johnson MSP on 17 March 2025.

Stage 1 

The Education, Children and Young People Committee has been designated as the lead Committee for the Bill. A separate call for views on the Bill’s policy provisions has been issued by the lead Committee and published on this consultation platform.
