Overview

The Scottish Parliament’s Health, Social Care and Sport Committee and Local Government, Housing and Planning Committee plan to undertake scrutiny of the Proposed National Good Food Nation Plan in September 2025.  

The Proposed National Plan was laid in the Scottish Parliament by the Scottish Government on 27 June 2025 and can be accessed here: Proposed National Good Food Nation Plan.

Before finalising the Plan, the Scottish Government is required to have regard to:  

  • any representations about the proposed plan that are made to it,  
  • any resolution relating to the proposed plan passed by the Parliament, and  
  • any report relating to the proposed plan published by any committee of the Parliament.  

Before taking oral evidence on the Proposed National Plan in September, the Health, Social Care and Sport Committee, and Local Government, Housing and Planning Committee are seeking views on its contents as they relate to their respective remits and interests. 

These views will help to inform the Committees’ scrutiny.

Who we would like to hear from 

We welcome responses from a wide range of individuals and organisations, including: 

  • Members of the public 
  • Advocacy groups 
  • Professional bodies 
  • Industry experts 
  • Academic institutions 
  • Government agencies and local government 
  • Community organisations 
  • Businesses supplying food to the public sector; 
  • Any other stakeholders with an interest in the Good Food Nation proposed national plan

How to contribute 

Please answer the call for views by completing the submission form below. 

We recognise that the Act and the Proposed National Plan aim for a system-wide approach to food, and food production, but we are asking that, for this limited call for views, you focus your response according to the following themes: 

  • Public health, health services and social care 
  • Local government’s role in delivering the aims of the Plan (particularly through procurement) and allotments and community growing 
  • Other aspects  

This will aid the scrutiny for the different committees interested in your views. 

Reflecting the remits of those committees planning to undertake scrutiny of the proposed national plan, the call for views asks four questions. You can choose to respond to whichever of these questions are relevant to your area of interest in the Proposed National Plan.

  1. Thinking about those aspects of the Proposed National Good Food Nation Plan related to public health, health services and social care, what, if any, specific changes would you like to see reflected in the finalised national plan? 
  2. Thinking about the role of local government in delivering the Plan, particularly through procurement, what, if any, specific changes would you like to see reflected in the finalised national plan? 
  3. Thinking about the aspects of the Plan on allotments and community growing, what, if any, specific changes would you like to see reflected in the finalised National Plan? 
  4. Thinking about other aspects of the Proposed National Good Food Nation Plan (not covered above), what, if any, specific changes would you like to see reflected in the finalised National Plan? 

Confidentiality and publication of responses 

Please let us know if you wish your response to remain confidential. You can also ask for your submission to be anonymised. 

We aim to publish all the submissions we receive. The main exceptions are: 

where submissions are made on a “confidential” or “not for publication” basis  

if we receive a very high volume of submissions, where we may not have the resources to process and publish them all.
