Patient Safety Commissioner for Scotland Bill

Overview

Background

The Scottish Government introduced the Patient Safety Commissioner for Scotland Bill in the Scottish Parliament on 6 October 2022.

The Bill seeks to establish a new Parliamentary Commissioner, the
Patient Safety Commissioner for Scotland, independent of the NHS and
government. The Commissioner will:

• promote and improve patient safety by amplifying the patient voice within the patient safety system;
• develop a system-wide view of the healthcare system in Scotland and use it to identify wider safety issues; and
• promote better coordination across the patient safety landscape in Scotland in responding to concerns about safety issues.

What does the Committee want to know?

The Committee is keen to hear views on the Bill and on the following questions:

• What are your views on the establishment of a Patient Safety Commissioner to "scrutinise safety issues, deliver systematic improvements and amplify the patient voice in the provision of health care"?
• What are your views on the proposed role and responsibilities of the Patient Safety Commissioner?
• What are your views on the proposed powers of the Patient Safety Commissioner?
• What are your views on the appointment process for the Commissioner and the funding being provided to enable them to carry out their role?
• Would you like to see any changes to the Bill? If so, what?
