Overview

The Rural Affairs and Islands Committee is looking at the Greyhound Racing (Offences) (Scotland) Bill and wants to hear your views.

What is the Greyhound Racing (Offences) (Scotland) Bill? 

This is a Member’s Bill, introduced by Mark Ruskell MSP on 23 April 2025. Its aim is to make Greyhound racing illegal in Scotland. The Bill is currently at Stage 1 of the Bill process. 

Greyhound Racing (Offences) (Scotland) Bill Overview 

Mark Ruskell considers that there is an inherent, evidence-based, risk of injury or fatality to greyhounds involved in racing on oval racetracks.  

The Bill would make it an offence to race greyhounds on oval racetracks in Scotland. It would also make it illegal for racetrack owners or managers to knowingly allow another person to run a greyhound on that racetrack. The offence would apply to greyhound racing at licensed and unlicensed racetracks, both commercial and non-commercial activities and any other racing activity, such as time-trials and sales-trials taking place on racetracks.
