1. What is your assessment of the progress to date in cutting emissions within the sector/sectors of interest and the implementation of the proposals and policies set out in previous Climate Change Plans (RPP1-3)?

There's a very poor performance in reducing emissions from transport. It's crucial that active travel is increased, but this can only be done if it's made easier, more inclusive, and safer, which will require additional investments into infrastructure.
Furthermore, motorised travel needs to be actively decreased/discouraged.

2. Do you think the scale of reductions proposed within the sector(s) are appropriate and are the proposals and policies within the CCPu effective for meeting the annual emissions targets and contributing towards the 75% reduction in GHG emissions by 2030 and net-zero by 2045 targets?

The plan to reduce car km 20% by 2030 sounds great and very ambitious. Ambitions are good, but they also need to become true to have an effect.
As mentioned above - spending more money on active transport is important, but at the same time, an active reduction in motorised traffic is important, too.
A workplace parking levy is long overdue, and should be expanded to cover large areas of
customer parking, not just staff parking.
Whilst EVs help to tackle the emission issue, they don't help with congestion and space issues motorised traffic is associated with. It would be important to focus on more sustainable alternatives like ebikes, car clubs, public and active transport.

Change usually takes time. However, there is an immediate opportunity to speed things up by helping councils to make successful Spaces for People schemes permanent. The government should take immediate steps on this.

Active travel brings a lot of benefits - it saves the environment, improves health, makes more space for people and is often also financially a very cheap option to move around.
